littleとa littleの違い。 in whatの使い方

質問(1)：上記英文で"little more than"に関連したところが、「単なる譲歩の
羅列に過ぎない」と訳されていますが、"a little more than"ではないので、もう一段厳しい評価、意味になるのではないでしょうか。「単なる譲歩の羅列にも値しない」ような。
(2)BBCのﾆｭｰｽとAI訳
The warship fired into the UK-registered yacht's path, in what the Ministry of Defence has described as an "isolated incident".
国防省が「単発的な事件」と表現したように、軍艦は英国船籍のヨットの進路に向けて発砲した。
質問(2)：上記英文の"in what"は「この件に関しては」のような意味だと思いますが「この件については」など、便利に使える語句と考えてよろしいでしょうか。

(1) little more than について

は
・「譲歩のリストに過ぎない」
・「譲歩を並べただけだ」
という意味です。
※「譲歩のリストにも値しない」という意味ではありません。
・a little more than ～ ＝ ～より少し上
・little more than ～ ＝ ほとんど～、～に過ぎない
の違いです。
(2) in what について
> in what the Ministry of Defence has described as an "isolated incident"
は、「国防省が『単発的な事件』と呼んでいる事案で」という意味です。
「in what」 単独で「この件については」という意味ではありません。
in what A described as B＝ 「AがBと表現した出来事で」と覚えておくといいかなと思います。
