「any other nation」自体に「〜よりも」という意味があるわけではなく、
この文では「than」があることで比較が作られており、「than any other nation」で「他のどの国と比べても」という意味になるためですね。
ちなみに、本来は「than any other nation took」のように後ろが続くものが、省略されていると思います。
