これは仮定法 (subjunctive mood) の一種です。現在の仮定法であれば、要求や願望を表す言葉の後に that 節が続く場合、その that 節の動詞は原形になります。
動詞の前に、“should” が省略されているという考え方も出来ます。
My highest priority is that the pool should be one that is constructed of fiberglass.....
仮定法で大切なのは、実際に起きていないことにだけに使うということです。この例文の場合、優先順位を話していて、まだプール工事は始まっていません。
他に、
I suggest that.....
I insist that.....
I advise that....
It is necessary that.....
It is desirable that.....
など、that 節の動詞は、その主語に関わらず、原形です。
Dustin: “John has a craving for sushi.”
Meagan: “I suggest that he go to Sushi Zanmai. They have all-you-can-eat sushi every Tuesday night.”
“he” の後でも、“goes” にはなりません。
