「その前段階として」を「～を前提として話すならば」と考えば　Assuming that ...がよいと思います。

Assuming that Trump will win the next election, the US-China trade war will be fiercer resulting in greater harm to global free trade.
トランプが来年の選挙に勝つことを前提とするならば、米中貿易戦争は激しさを増し、世界自由貿易により大きな害を与える結果になるだろう。

これを

Based on the assumption that ...

とも言い換えができます。

また「その前の前段階としてこう考えてみましょう」というのであれば

Let's assume that ...

「前段階として状況を説明しておく必要がある」というシチュエーションなら次のように言えます。

日本語で「前提として」と使うとき、異なるニュアンスで使われるときがあります。
意図の違いでいくつかの表現を紹介しますね。

1. as the basis...
（基準として…）
「basis」は「基盤」という意味です。
確固たる、明確な何かを一番元となる「基盤」として何かをしたり、考えたり、作ったりするときに使います。

＜例＞
We use history as the basis of our literature class. History and literature are inseparable.
（私たちの文学の授業では、歴史を基盤として使っている。歴史と文学は切っても切れない関係にあります）

2.on the assumption that…
（仮定として…）
確定していない何かを「仮定」として何かをしたり、考えたりするときに使います。
文頭、または文章中にきます。

＜例＞
We started our project on the assumption that the population keeps growing in the future.
（私たちは、将来人口が増加し続けるという仮定のもと、計画を始めた）

3.on the condition that…
（条件として）
確固たる、明確な何かを制約となる「条件」として何かをしたり、考えたりするときに使います。

＜例＞
We accepted his entry to the university on the condition that he graduate high school.
（彼が高校を卒業することを条件として、大学への入学を許可した）

「前提」は英語で以下のように表現します。
名詞と動詞を紹介します。

-assumption
前提、仮定、憶測、仮説
-premise
前提、根拠。

これらを使った、「前提として」を含む様々な使い方を紹介します。

●on the premise that~
（～を前提として～）
文頭または文中にきます。
「～を前提に」「～を前提として」という意味になります。
何を前提とし、何をしたかまで表現できます。

【例】
We accepted his request on the premise that he is a good man.
（彼が善人であることを前提に彼の依頼を受け入れた）

On the assumption that the data are correct, we proceeded with the experiment.
（このデータが正しいということを前提として、実験を進めた）

（前提として）
「前提は」「前提としては～｣「前提となるのは」 「前提としているのは」という前提だけを説明する表現です。

【例】
The premise is that the plan will be executed without fail.
（前提は計画が失敗なく遂行されるということだ）

The premise for this experiment is that all of the collected data are correct.
（この実験の前提としては、集計されるデータはすべて正しいことがある）

The underlying premise of this project is the accuracy of all calculations.
（このプロジェクトが基本的な前提としているのは、すべての計算の正確さだ）

■「前提として」は英語で下記のように言えます。

(1) on the premise that 主語＋動詞

「that以下を前提として」


on the premise of～

「～を前提として」


・premise は、「前提、根拠」という意味です。


例文：

We must act on the premise that the worst may happen.

「我々は、最悪の事態も起こりうるということを前提として行動しなくてはならない」



He acted on the premise that he was right.

「彼は自分が正しいという前提に立って行動した」



(2) on the assumption that 主語＋動詞

「that以下を前提として」


on the assumption of～　

「～の前提として」


・assumption は、「証拠もなく事実だと考えること、決めてかかること、仮定、憶測」
といった意味です。

・on the assumption that～で、「～を前提として、～という仮定のもとに」
といった意味になります。



例文：

We are working on the assumption that we can carry out the plan in two weeks.

「我々は、その計画を2週間で遂行できるということを前提として仕事をしています」



・ちなみに、 Assuming that～　は、「～と仮定して」「～を前提として」という
意味の表現で、assume は、動詞で「(証拠はないが)（～を)事実だとする、仮定する」
という意味です。


例文：

Assuming that his story is true, what should we do now?

「彼の話が真実だと仮定すると、我々は今、何をすべきか」


ご参考になれば幸いです。

「その患者さんの状態が安定しているという前提で」を例にしてみますね。

(1) if

最もシンプルなのはifです。

If the patient's condition is stable,
（もし患者さんの状態が安定していれば）

前提という言葉は使っていませんが、意図は伝わります。


(2) assume that SV

動詞assumeは「仮定、想定する」という意味です。
assume that SVという形が一般的です。

If we assume that the patient's condition is stable,
（もし患者さんの状態が安定していると仮定すれば）

これを分詞構文にして、Assuming that SVとすることもあります。

Assuming that the patient's condition is stable,
（同上）


(3) assumption

動詞assumeの名詞形はassumptionです。
これを使う場合は
on an assumption that SV
というフレーズが使えます。

On an assumption that the patient's condition is stable,
（患者さんの状況が安定しているという前提で）


(4) Given that SV

あまりよく知られていないかもしれませんが、このような表現もあります。
「～だということを仮定すると、前提とすると」という意味です。

Given that the patient's condition is stable,
（患者さんの状況が安定しているとすると）


(5) consider that SV

動詞considerは「考慮する」です。
前提というニュアンスとは多少違いますが、文脈的に使える場合はあるでしょう。

If we consider that the patient's condition is stable,
（患者さんの状況が安定していることを考慮すれば）

これもassume同樣、分詞構文で目にすることが多いです。

Considering that the patient's condition is stable,
（同上）

（を前提として）
「assumption」は「仮定」や「憶測」という意味で、「premise」は「前提」「根拠」という意味です。
前者の方が根拠のない考えの「前提」で、後者は根拠のある「前提」です。
前者は「assuming that…」と置き換えることができます。
【例】
I decided to choose this topic on an assumption that it will be of my interest.
（自分の興味であることだという前提で、このテーマを選ぶことにした）

★with the intention of…
（を前提として/というつもりで）
「〜というつもりで」という意図がある場合に使える表現です。
【例】
I went to see him with the intention of confronting him about the fight.
（喧嘩について突きつけるつもりで彼に会いに行った）
