すごく訳しづらいです。。。

「お金が戻ってきて、かつ事態から抜け出ることはできないだろう」ってかんじの意味ですかね。。。

notは[come out of this affair with much of its money returned]全部を否定しているとおもいます。
なので、
「イングランド銀行は、自身のお金の大部分が戻って来たうえで、更に事態から抜け出ることはできないだろう。」
こんな訳が良いと思います。
