ご質問とは違いますが、本来なら、live の後に前置詞 in が必要です。「本来」というのは、名詞 place に限り、前置詞が省略されて使われることがよくあるからです。説明します。

誤: This is the best city to live.
「町を生きる」ではないからです。
正: This is the best city to live in.

誤: This is the best hotel to stay.
「ホテルを泊まる」ではないからです。
正: This is the best hotel to stay at.

誤: This is the best restaurant to eat.
「レストランを食べる」ではないからです。
正: This is the best restaurant to eat in.
正: This is the best sandwich to eat.
eat は食べ物を目的語にするので、食べ物であれば前置詞なし。

誤: This is the best museum to go.
「博物館を行く」ではないからです。
正: This is the best museum to go to.
正: This is the best museum to visit.
visit は訪問先を目的語にするので、前置詞なし。

ところが、述語が place になると、前置詞が抜け落ちていても、なぜか許容されています。それは間違いだとおっしゃる先生方も、大勢おられると思います。でも、実際に使われています。

許容範囲: This is the best place to live.
正: This is the best place to live in.

Here is は「ここに〜があります」という感じで「存在」を強調しています。
