なぜ動詞が二つあるのですか？

この文章では、「whenever」は接続詞です。ここでは二つの文章を繋げている。

I'm apt to buy things on impulse. [S+V= I am]
Something is on sale. [S+V= Something is]

それぞれの文章には必ず動詞があるので、動詞が二つになった。

I like sushi and he does not.
I go to bed when it gets dark.
I am happy whenever you are with me.
