I suppose this sentence is the third sentence pattern 'S + V + O'.
I suppose 'could' in the sentence is exchangable for (can,may,might).

(goingは現在分詞で、名詞their worst year にかかっている、あるいは、文詞構文の付帯状況であり、カンマが抜けている。「～しながら、してそしてと訳す」(そして1801年に戻るだろう)
