初歩的な質問ですが、more thanの英語例文からです。

more than three people.　和訳＝4人以上の人。
Buy more than three.　　和訳＝３つ以上買う。
どちらかが間違っているのでしょうか？

後者が間違っています。正しい和訳は「４つ以上買う」です。more than はその数を含みません。日本語で言う「より多い」です。もし「以上」と言いたいなら、

Buy three or more.
Buy three at least.

と言います。同様に、less than も、それに続く数字を含みません。日本語で言う「より少ない」です。もし「以下」と言いたいなら、

Buy three or less.
Buy three at most.
