上記文章の構造が分かりません。
the guest list has not been finalizedのようにbe動詞＋過去分詞であれば分かるのですが・・
どなたか詳しい方ご教授ください。

[ have yet to 原形動詞 ]という型で「まだ...していない」という意味です。
肯定文だけど意味は否定なので注意してください。
文型というか成句みたいなものですかね。

を言い換えると

直訳：「来客名簿はまだ固定されていません」
意訳：「来客名簿はまだ決まっていません」
