I have standing orders that if you arrive at the port your ship and any accompanying ships are to assume await orders from headquarters.

この英文を文法的に説明してください。assumeもawaitも他動詞だと思いますが、それぞれの目的語がよくわかりません。
なぜ２つの他動詞がつながっているのでしょうか？

たまにある悪文です。状況から意味を察する必要があります。この文だけでは状況を想像するのが難しいです。「I」は誰で、「you」は誰なのでしょう。船舶が港に到着するときに、港が混雑しているのでしょうか。

I have standing orders. If you arrive at the port, your ship and any accompanying ships are expected to assume that they must await orders from the headquarters.
