直訳すると、「重要なのは与えられた大量の投票数と集計しなければならない何百万枚もの投票用紙であり、」
でしょうか？

givenというのはここでは前置詞として使われていて
「〜を考慮すると」という意味です。
givenで引っかかったのなら、まず辞書でgivenを引いてみましょう。
そしてgivenの項目を必ず一番下までしっかり目を通します。
