その他の選択肢　possible、easy , importantを使うときはIt's possible to achieve... のようにI が主語ではなくてIt が主語になる。

Mr.Brown was able to solve the city's housing problem.
be able to~で～ができるという意味。
capableを使うときはMr.Brown was capable of solving ... のように後ろにof が来る。be capable of で～ができるという意味。
enable は動詞なのでこの場合すでにwas （動詞）がきてるので使えない。
possible を使うときは問題１と同様に主語をit に変える。
