英語文法について

Question

streams flowed where nature intended them to.
という文章なのですが、なんとなく川は自然が意図した場所に流れる。という意味ではないかと予測しているのですが、この文法がわかりません。
なぜ場所がないのにwhereが来ているのか、toの後にはflowが来ていたからto
が残っているのかなどまとまらない疑問が出てきます。
教えていただけると幸いです。

この「where」は「in places where」の意味です。

Streams flowed in some places.

Nature intended the streams to flow in those places.

上の二文をつなげます。

Streams flowed in places where nature intended them to (flow).

Streams flowed where nature intended them to (flow).
