関係代名詞の書き換え(語順)

The dictionary on the desk is mine. でした。
失礼しました。

The dictionary which is on the desk is mine. という文は、もともと次の2つの文から成り立っています。
(A)The dictionary [***] is mine. (S=The dictionary V=is C= mine)
(B)The dictionary (=which) is on the desk.

（B)の文は(A)の文の中のthe dictionary を説明する役割をになうために、(B)の文の主語の名詞句 the dictionary を（主語の位置にあるので）主格の関係代名詞 which と置き換えてまるっと(A)の文のthe dictionary の後ろの[***] の部分に加えます。

(A)+(B)→The dictionary [which is on the desk] is mine.

これをふまえてご質問の書きかえたものを見てみますと、
The dictionary on the desk [which is mine].

[which is mine] はthe desk を説明することになってしまいます。
そして、主語(the dictionary) に対して動詞がないので「私のものである机の上の辞書」と解釈されてしまい、文として成立していないことになります。
書きかえるとしたら、関係代名詞を使わずに、
The dictionary on the desk in mine.
とするのが良いと思います。
