There were no chairs to sit on in the room.はなぜ前置詞のon、とinが連続しているのでしょうか?どなたか教えてくださると幸いです。

This is not a piece of advice to you I'm talking to myself for my practice of writing skills.
There were no chairs (to sit on) in the room. = no chairs to sit on were in the room.
I suppose 'sit on' might be phrasaral verb and 'in the room' is prepositional phrase.
