than節はどこへかかるのですか？

That ～が名詞節ということで、そこにあるthanの部分についてですが、
その節の中の主語となっている部分が
no other promise than freedom
です。
ここにある than は単にこの主語となっている部分（句）にある other than の比較の than だな、くらいでいいんじゃないでしょうか。
ちなみに、than freedom には主語と動詞の組み合わせがありませんので、節ではなく句です。
