he has to say (what) = he has to say something なのか
he has (what) to say = he has something to say なのか
ということになるわけですが、
文字面だけを追えばどちらとも取れることになります。

この文全体から解釈すると、この what は an author が記すこと、記さんとすること、ということになりますので、意味を考えて has to say something というよりも、has something to say のほうであると捉えるのが自然です。

つまり、その author が ものを記すのは、because he has to say something というよりは、because he has something to say だから、と考えるほうが自然だ、ということです。

言うために彼が持っていること ＝ 言わんとすること、ということです。
