語順　less oftenの配置について

I think tha people should use the Internet less often.
インターネットの利用を減らすべきと思う。

なぜless oftenは文末なんでしょうか？
less often は頻度を表す品詞で副詞ならば、動詞のuseの前になるのではないでしょうか？
