この場合は、名詞を後ろから修飾する分詞と考えるのが自然だと思います。
間に入っている副詞（ back in April ）を省いてみるとそうなります。
The plan was so far along that the post office actually drafted this press release （back in April） announcing it.
「それを知らせるこのプレスリリース」
通常、名詞の直後にくるものですが、特にニュース番組などでは文法通りではないことがあるので、この場合も直前の名詞ではなくその前の this press release を修飾しているものと思います。
