that の省略？ の意味は？

上記の文章において、最後"the soil they are supposed to nourish"の部分について質問ですが、they are以降はthe soilを修飾していますか？関係代名詞のthatの省略かと思ったのですが、であれば２文にわけるとするとどうなりますか？
私は"the soil that are supposed to nourish"かと思ったのですが、主格であれば省略できないはずですしtheyが消えてしまっているのでなぜthatが省略できているのかわからず。教えてください。
