would "for there" be necessary or not?

Timothy Naftali, a presidential historian at New York University, said it's not unusual for there to be tension between a president and his successor, but it's "unprecedented for a former president to be actively trying to undermine the U.S. Constitution." this sentence is a part of newspaper dated 9/2. "it's not unusual for there to be tension between a president and his successor." in this part of it, would "for there" be necessary or not? I suppose that it must not be there rather than be unnecessary. please teach me.

You cannot omit “for there.” Compare the following pairs of sentences.

It is usual that Paul falls asleep while studying.

It is usual for Paul to fall asleep while studying.

It is usual that we find tension between Joe and Donald.

It is usual for us to find tension between Joe and Donald.

It is usual that there is tension between Joe and Donald.

It is usual for there to be tension between Joe and Donald.
