Merchandise sales are flat this year. Only a few novel retailing ideas have captured the attention of otherwise uninterested buyers.

最初の文ですが、
Merchandise sales are flat this year.
主語Sは sales 、動詞Vは be動詞です。sales are ~ と来ると補語Cを求めますので、この文では flat という形容詞が来ています。SVCの第二文型ですね。
Sales are flat. と言いたいわけですね。売り上げは横ばいだ、くらいの意味でしょうか。
何のどんな売り上げ？って事で、Merchandise sales are flat. つまり、商品の売り上げは横ばいだ。
いつの？って事で、Merchandise sales are flat this year. 「今年の商品の売り上げは横ばいだ。」くらいの意味でしょうか。

次の文ですが、
Only a few novel retailing ideas have captured the attention of otherwise uninterested buyers.
主語Sは ideas 動詞Vは have captured です。capture what? という目的語Oを欲しますので、この文では the attention という名詞が来ています。SVOの第三文型ですね。
Ideas have captured the attention. と言いたいわけですね。いくつかのアイデアは注目を集めた、くらいの意味でしょうか。
どんなアイデア？っていうところですが、Only a few novel retailing ideas と言っていますので、ほんのいくつかの奇抜なアイデアのみが、というのが主部ですね。
目的語のthe attentionですが、the attention of buyers つまり買い手の注目、the attention of uninterested buyers あまり興味を示さない買い手の注目ですね。
この形容詞uninterestedにはotherwiseという「さもなくば」というような意味の副詞がついているので、otherwise uninterested buyersとは、さもなくばあまり興味を示さない買い手、と言っているわけですね。
