Based on ~ という過去分詞を伴った句は、非常によく使われるのですが、文法的には、どうもすっきり説明できない言い方ですので、分詞構文かな？と思われるのはもっともだと思います。
英語で分詞 participles や分詞構文 participial phrases を習う際に、分詞を dangle させてはダメ、と口酸っぱく教えられます。分詞を dangle させる、とは、本来その分詞が修飾しているべき主語（head noun）がないような形で文を作ってしまうことです。
Based on a survey, the departure times will be decided. と言った際に、あたかもそれが分詞構文のように見えるのですが、厳密には分詞構文になっていません。
分詞構文とは、２つの文が共通の主語を持っている際に、片方の主語を省略して分詞構文にすることで、主文をはっきりさせるための文の作り方です。
