deficitを辞書で調べると以下の文が…

この場合の主部には動詞がないですが、whichは関係代名詞か、byはどことペアになってますか？
"the total amount by which money spent is more than money received."
この文は"使われたお金の総額"と、主部は訳されましたが、これも関係代名詞…？でもお金は使われたはずだし、by はspend by なんですよね？よく文法構造が分からなくなりました。
