模範解答としては、used an electrict mixerではなくusing an electronic mixerとありました。その後に続く主節は受動態の場合でも分詞構文としてusingから書き始めてもいいのでしょうか。つまり、主節の主語（the mixture）とusingの主語（おそらくyou だと思うのですが）が一致していないのですがそれは問題ないのでしょうか。

例えばwith scissors（ハサミを使って）のようなかたちでwith an electronic mixerとしても良いのでしょうか？

本当は、主語が一致していないといけません。しかし残念ながら、こういう間違いはアメリカでもときどき見かけます。状況からすぐに理解できるからです。自分が書くときには間違えないようにしましょう。
②について
with でも間違いではありませんが、mixer の中ですよね。in または inside an electric mixer の方がいいと思います。もしくは順序立てて、次のようにします。
