"How about do you〜"という言い方はあるのでしょうか？

ありません。正しくは、

How about using the web conferencing system for the meeting this month?

です。あるいは、次のような文から punctuation marks が抜け落ちたのでしょうか。

How about, “Do you use the web conferencing system for the meeting this month?”

「“Do you…”（という文は）はどうですか」ということですが、もちろん、文脈や状況によります。
