先行詞の見分け方
米国雑誌記事の一文です。The experiments have been criticized by animal rights defenders and scientists who consider the project dangerous.
この場合、whoの先行詞は「defenders and scientists」と「scientists」のどちらもあり得ると思うのですが、明確な判断基準はあるのでしょうか？他の部分の文章から the project は動物に対する実験を指すので、dangerousと考えるのはscientistsと思えますが、rights defensersもprojectをdangerousと考えるもの不思議ではないとも言えます。
文法にお詳しい方のアドバイスをお願いします。

もし「…危険と考える科学者」と明確にしたいのであれば、次のように順番を入れ替えます。
The experiments have been criticized by scientists who consider the project dangerous, not to mention animal rights defenders.
「animal rights defenders」の前は単なる「and」でも良いのですが、長い名詞句が続いた後は、それと同じような語数を使うと語調が整います。
