20 cigarettes is a lot to smoke in a day, don't you think?

これらは、なぜ単数扱いなのでしょう？
これが正解ならこれもあるのでしょうか？
4 apples is too many to eat for breakfast.

バラバラの複数のものではなく、それらの１まとまり（１組）について述べているので、単数です。「4 apples.... 」も正しいです。

A distance of 20 miles is a long way to run.
A pack of 20 cigarettes is a lot to smoke in a day, don't you think?
A set of 4 apples is too many to eat for breakfast.
