受動態と能動態

Question

「私の兄によって調理された料理は、わたしの料理よりはるかにおいしい。」
という上記の文章を英文にするのに、本の回答では
「The dishes cooked by my brother are much tastier than mine.」
となっていたのですが、この調理された料理の部分が能動態になっていますが、なぜ受動態のThe dishes are cooked のような形にならないのでしょうか？

the dishes that are cooked by my brother が主語で、that are が省略されています。

The dishes that are cooked by my brother are much better than mine.

蛇足ですが、よく日本人は「おいしい」というのを、delicious や tasty と言いたがりますが、実際一番よく使われるのは good です。
