I know the international department is small, but why even have us if they are not going to let us do the work?

have の使い方が分かりません。使役でもないようですし、後ろのifが名詞節か副詞節なのかも分かりません。

文章の「I」が国際部門の一員と思われる。「us」が「I」とその同僚ですので、「international department」と置き換えられる。

The company has an international department. <- この文の「have」の使い方はわかるよね。元の文と同じ使い方です。

元の文は実は3つの文から出来ている。

I know the international department is small.
Why even have an international department (us)?
They are not going to let us do the work.

この3つの文を接続詞の「but」と「if」で繋げただけ。

国際部門が小さいのはわかるが、仕事をさせないのであれば、なぜ国際部門まであるのだろうか？
