必ずしも同じ意味にはならないです。
Neither you nor I can play soccer.
を、もっと平易な言葉に書き換えると、
You cannot play soccer, and I cannot either.
です。
Both you and I cannot play soccer.
は、一見正しいように見えますが、二人ともサッカーの技能がない（You and I do not have skills to play soccer.）なのか、一緒にプレー出来ない（You and I cannot play soccer together.）なのか、曖昧になってしまいます。相手がよく状況を知っているときは、問題ないこともありますが、英語を学習する上では、避けた方が良いでしょう。

NeitherとBothの書き換えについて
ある問題で
Neither you nor I can play soccer.
という文の書き換えで
Both you and I cannot play soccer.
と答えました。これは同じ意味でしょうか。
