という例文が載っているんですけど、このconfessは後ろに前置詞がある状態でもthatを目的語にとる他動詞と捉えて良いのでしょうか？

confessed ですよね。

that 節は他動詞のすぐ後に続かなくてもいいです。ですので、そのような例はしょっちゅうあります。

Mary said to me that she liked the movie.

President Biden said yesterday at the White House that we would impose more sanctions against Russia.
