時間がある時に電話を下さい。
= When you have time, please call me.
お暇な時に電話をください。
= When you are free, please call me.
すみません、今何時ですか？
= Excuse me, could you tell me what time it is?（ていねい）
= Excuse me, do you have the time?（端的に）
一般的に時間という意味での time という名詞は不可算名詞なので、a time とは使われませんが、例外的に「過去にこういうことがあった」というようなことを言う際に a time が使われることがあります。
